National Association of Counties (NACo) (2003-present) Washington, DC. Early Childhood Development and School Readiness Initiative. Provided technical assistance on evaluation, needs assessments, conducting focus groups, and advocacy to four diverse counties from around the nation through a PowerPoint presentation, conference calls, and individual site consultations.

Starting Early Starting Smart (2001-present). Healthy Families District of Columbia, The Mary's Center for Maternal and Child Care, Inc. Funding provided by the Substance Abuse and Mental Health Services Administration (SAMHSA). Design and implementation of research study of behavioral health enhancements to Healthy Families home visiting program, including substance abuse, mental health, and child development components. Responsibilities include program development, participation in national cross-site, and development and implementation of research component, including data collection of control group measures.

Healthy Families District of Columbia (2000-present). The Mary's Center for Maternal and Child Care, Inc. Funding provided by Department of Health and Human Services, District of Columbia. Conducted longitudinal research study and comprehensive evaluation of home visiting program service first-time mothers identified as being at high-risk for child abuse and neglect.

Healthy Families Montgomery (1996-present). The Family Services Agency, Inc., Gaithersburg, Maryland. Funding provided by Freddie Mac Foundation. Conducted longitudinal research study and comprehensive evaluation of home visiting program service first-time mothers identified as being at high-risk for child abuse and neglect. Identified all process and outcome measures, assessment schedule, staff training, development of database, and reporting. Published annual reports. Created slide shows in PowerPoint to present annual results to Maryland Governor's Office; HFM Advisory Board; and Community Stakeholders. Findings published on HFA national website. 

Project HOME (2001-2003). Montgomery County Collaboration Council, Gaithersburg, Maryland. Funding provided by State of Maryland, Governor's Office for Children, Youth and Families. Design and implementation of evaluation for pilot home visiting project targeting children ages 3-5 in high-risk families and communities. 

Home Visiting Initiative (2001-2003). Montgomery County Collaboration Council, Gaithersburg, Maryland. Funding provided by State of Maryland, Governor's Office for Children, Youth and Families. Developed evaluation plan, comprehensive screening and assessment tool, for County-wide Home Visiting Initiative, including designing a home visiting pilot program. 

Maryland State School Readiness Initiative (2001-2003). Governor's Office for Children, Youth, and Families, Baltimore, Maryland. Design and implementation of an evaluation for a school readiness pilot in Montgomery County. Responsibilities include identification of measures, evaluation plan, tracking participants, and reporting. 

Healthy Families Maryland State Evaluation (2001-2003). Governor's Office for Children, Youth and Families, Baltimore, Maryland. Overall coordination of statewide evaluation of 15 Healthy Families sites throughout the state in collaboration with the University of Maryland-School of Nursing; and cost benefit analysis of Healthy Families initiative. Responsibilities include identification of evaluation tasks necessary for process and outcome evaluation; selection of data elements to support goals and objectives; scoring, data entry, and quality assurance of all statewide standardized instruments; outline for annual reporting; and cost benefit analysis. 

Comprehensive Services Plan-Early Childhood Initiative (2000-2002). Montgomery County Collaboration Council, Gaithersburg, Maryland. Funding provided by State of Maryland Governor's Office for Children, Youth, and Families. Completed exhaustive literature review of effective practices; developed compendium of Effective Practices for Early Childhood in print and database format; developed comprehensive set of recommendations for early childhood services; conducted county-wide needs assessment and gap analysis of early childhood services; developed a comprehensive screening tool and assessment protocol for all points of entry; developed comprehensive recommendations on early childhood service standards and staff training for Home Visiting and Family Support Services. 

Healthy Families Prince George's County (2000-2002). Department of Health and Human Services, Maryland. Funding provided by State of Maryland and Freddie Mac Foundation. Development and implementation of comprehensive evaluation plan for home visiting program serving first-time parents identified as being at high-risk for child abuse and neglect. Identification of all process and outcome measures, assessment schedule, staff training, database integration, reporting, and support in credentialing.

School Readiness Initiative (2000-2002). Ready at Five Partnership, Baltimore, Maryland. Funding provided by Freddie Mac Foundation. Evaluation of school readiness initiative piloted in five local communities, and Prince George's County. Responsibilities include documentation of collaborative process among public schools, early childhood programs, and parents; and development and implementation of outcome evaluation.

Healthy Families Maryland State Evaluation (1999-2001). Governor's Office for Children, Youth, and Families, Baltimore, Maryland. Support in refinement of state goals and objectives, process and outcome measures, implementation of PIMS database system and statewide training.
